Federal Employees Can Donate to ARRL Through Combined Federal Campaign
Employees of the US government can designate their Combined Federal Campaign (CFC) pledges to the ARRL.
(The League is CFC No 9872.) Federal employees who participate in the CFC can donate all or part of their CFC
contribution to the League to support ARRL's efforts on behalf of Amateur Radio. Some private-sector employers
also match donations their employees make to ARRL, while others will donate to the League if you volunteer your time
-- as an Amateur Radio Emergency Service (ARES) volunteer, for example. To learn how to donate to various ARRL funds,

We are sad to report the passing of a ham radio legend, Chuck, K3FT. According to his biography,
posted on QRZ.Com, Chuck was active in Navy MARS, operated commercial marine CW at WMH,
served in the merchant marine and in the Persian Gulf as a ship's Radio Officer. Chuck worked
for the FCC in Laurel, MD. and also at Radio station WCBM in Baltimore. Chuck held a 1st FCC
Radiotelegraph with radar and a General Radiotelephone with radar. He was an avid contester
and member of BARC and PVRC among others. Chuck would regularly send me e-mails of current
events to include in the Weekly News Bulletin. He was the consummate amateur and professional.
We will miss him.
ARRL launches digital communications study
The ARRL Ad-Hoc Committee on ARES Communications (ARESCOM) is seeking assistance to document
what digital communications systems are in use today on the VHF and UHF bands. There are many
different packet systems in use, and they are interconnected using many different methods. Continuing the
Board of Directors' resolution for deployment of e-mail via Amateur Radio (as exemplified by Winlink 2000),
the purpose of this initiative is to gather input on existing systems. Data collection will end December 31,
2004, to enable a report for the January Board of Directors meeting. More information can be found on the

RAC Board appoints new President, First Vice President
Radio Amateurs of Canada has announced that Earle Smith, VE6NM, is the RAC's new president, and
John Iliffe, VE3CES/VA3JI, is the organization's new First Vice President. Smith and Iliffe will fill the
remaining terms of Daniel Lamoureux, VE2KA, and Bob Nash, VE3KZ, respectively, which run through
next year. Lamoureux and Nash stepped down recently for medical reasons. Smith and Iliffe were
appointed by the RAC Board of Directors during a special meeting October 12. Smith has been the RAC
Director for the Alberta/Northwest Territories/Nunavut Region. The RAC Board will announce a new
director soon.
