ARRL DX Bulletin

SEYCHELLES, S7.
Operators Iwa, JA0UH and Tohru, JA0UMV will operate from Praslin Island (AF-024), from November 9 to 14. Iwa will sign S79UH and Tohru will sign S79MV. They hope to operate on 160 through 10 meters using SSB and CW. They will not be active on RTTY. QSL via their home call signs, direct or via the JARL Bureau.
CAMBODIA, XU.
Operators JA3AVO, JH3PBL, JA3ARJ and JA3UJR will be active as XU7AVO, XU7PBL, XU7ARJ and XU7UJR, respectively, from Sihanoukville between November 6 and 11.
LEBANON, OD.
Sylvain, OD5/F5TLN, will be active until February 2009. He will work mostly on SSB but also some CW on all HF bands. Sylvain will confirm the QSOs after his return home.
ANGOLA, D2.
Vasily, UA0QMN is QRV as D2QMN from Vila Catoca in the Lunda Sul province. Activity is on 40 to 10 meters using CW, SSB, RTTY and PSK. QSL via RZ3EC.
SEYCHELLES, S7.
Tom is QRV as S79TF ands has been active on 30meters around 1800z. QSL via DJ6TF.
AUSTRALIA, VK.
Tad, VK2LNX and Suzanne, VK2FSNJ are QRV for six months from Maatsuyker Island, IOTA OC-233, located off the coast ofTasmania. They are volunteer caretakers at the lighthouse here. QSL to home calls.

 

 

Spectrum Defense: "More Work to Do"
Defending and enhancing access to the Amateur Radio spectrum is the primary mission of the ARRL. According to ARRL Chief Executive Officer David Sumner, K1ZZ, the League has not only protected the bands, but has also added several new ones, despite exponential growth in the variety and number of radio frequency devices in the hands of consumers and businesses. "Even our most disappointing defeat -- the loss of the bottom 40 percent of the 220 MHz band some two decades ago -- gave us upgraded status, from shared to exclusive, in the remaining 60 percent of the band," he said.

IARU-Endorsed Booklet Promoting Ethics, Operating issues, Now Available!
A 67-page booklet, “Ethics and Operating Procedures for the Radio Amateur” by John Devoldere, ON4UN, and Mark Demeuleneere, ON4WW, isavailable for free download from the ARRL Web site <http://www.arrl.org/awards/dxcc/Eth-operating-ENarrl-SITE-1jul2008.pdf> This is an “Americanized” version of the booklet the authors wrote foran international audience. An international version is also available<http://www.iaru.org/Eth-operating-EN-iaru-SITE-1july2008.pdf>. At its June 2008 meeting, the IARU Administrative Council endorsed and recommended the principles set out in the booklet as a means of encouraging all radio amateurs “to operate to the highest levels of proficiency, with proper consideration for others using the amateur radio bands” and as a tool “to teach newcomers and others correct operating behavior.” The booklet mainly addresses HF operating issues, but the principles are also applicable to VHF and higher bands. ARRL Chief Executive Officer and IARU Secretary David Sumner, K1ZZ,expressed appreciation for Devoldere’s and Demeuleneere’s efforts: “The authors are well known, experienced HF operators who are concerned about on-the-air operating standards and who decided that ‘It’s better to light a candle than curse the darkness.’ Anyone who reads their booklet will learn something, no matter how experienced they may be.”
